Bulk Tank Safety
Safe Use Of Liquefied Petroleum Gas (LPG) At Small Commercial And Industrial Bulk Installations
When the risks are properly identified and managed, LPG can be safely used as a fuel source for many applications. This information is aimed primarily at users of LPG to provide information and help to ensure it is used safely. Users may wish to consider recording information about their installation, such as the route of any pipework, risk assessments they may make and any maintenance undertaken.
You may also keep proper record of PESO approved installation drawing along with copy of Rule 33 and Valid License.
Bulk LPG storage tank
Safety of your LPG storage tank
This is the bulk storage tank for the LPG used on this site. For the type of installations covered in this example, this tank can store up to 20 tonnes of LPG. In some cases, only one tank may be used to store the LPG.
In the vast majority of cases the company that supplies the gas will own the tank, but if you are unsure then you should check this with your own supplier. In general, the supplier will look after the tank and its fittings (their integrity and maintenance) but again check this with your supplier if you are unsure, as legally it needs to be maintained in a safe condition.
The user of the LPG (i.e. the person operating the site) does have responsibilities in relation to the tank including:
- Siting of the tank
- Ventilation and conditions around the tank
- Tanker access
- Security
- Impact protection
- Emergency arrangements
General Safety:
- The storage location is protected with a non-flammable fence (with a lock), of at least two meters and keeps visible, legible and durable signage.
- There is adequate ventilation from at least 2 sides horizontally to the outdoors.
- Has independent Earthing system.
- All Statutory Testing should be done as per SMPV rule/Guidelines and Test certificate shall be submitted to statutory authority.
While Decanting Bulk LPG:
- ALPG TT should be strictly not allowed inside the plant without spark arrestor.
- Always ensure proper earthing connections to the mobile LPG tanker before start unloading operation.
- Decantation done under supervision of an authorized personnel, fully trained for unloading activity and safe handling of LPG.
- Do not carry out unloading operation after sun-set, Heavy rains, Thunder storms, Lighting etc.
- LPG Maintenance activity should not be done during Unloading.
- Do not overfill the LPG storage tank beyond the maximum filling limit of 85%.
- LPG decantation should be done only after issuing of valid work permit.
- Ensure hoses are depressurized prior to disconnecting from the tanker.
LPG Operations:
- Personnel well trained in LPG operations must carry out all LPG operations.
- Maintain good housekeeping inside the LPG yard. Remove all dry vegetation and other flammable materials.
- Avoid all sources of ignition and make sure the “No Smoking” signs and other Safety signage’s are displayed.
- Care should be taken when draining water (present if any) from storage tank in order to prevent escape of LPG/Propane.
Maintenance:
- Before carrying out any maintenance work, a work permit shall be obtained.
- All maintenance operations inside the LPG yard must be carried out by authorized service personnel only.
- No hot work like welding, cutting, heating shall be carried inside the LPG installation (fenced area).
- All maintenance work for burners or combustion system should be carried out through authorized service personnel.
- De-commissioning taken up only after exhausting options to take up the maintenance activity without de-commissioning.
- De-commissioning taken up with proper planning: mobilisation of materials, vendor personnel, spares to be replaced (STP, STP chamber isolation valve, ATG / HLA probe) and TT wherever required.
- Prior information to AXIOM Logistics team for mobilisation of TT as well as for planning supplies when this activity is taken up.
- 4. Product transfer (from tank to tank or tank to TT) done thro’ spool pieces, to minimise product loss.
- 5. Certified Handyman available during the entire activity.
In case of Leak:
- Do not Panic.
- Stop all LPG operations.
- Isolate LPG supply from the LPG yard.
- Activate emergency management plan.
- Call nearest Company Office for Help.
